This is from a big crossover fangame called Mushroom Kingdom Fusion, which pits Mario, Luigi, Sonic, and other characters in different game worlds.
This video shows off a Contra-themed level in a future version of the game, called "The Energy Zone). It is made by MKF development team member Obreck2. I got owned by the end boss, Robo-Corpse from Contra 3.
